Special Areas Joint Land Use Study NCBC JLUS

A Joint Land Use Study (JLUS) is a collaborative study conducted by the city, county, federal officials, residents, and the military installation itself to identify compatible land uses and growth management guidelines near the installation. The process encourages the local community and installation to act as a team in order to prevent or curtail any encroachment issues caused by future mission expansion or local growth.

NCBCs ROLE
NCBC Gulfport is one of the largest employers in the coastal region with 6,000 employees, a payroll of $245 million, and a total economic impact to the regional economy of $1.58 billion. NCBC Gulfports mission is to maintain and operate facilities and provide service and material in support of naval construction force units including amphibious construction fleet units, the maritime prepositioning force, and other fleet and assigned organizational units deployed from or home-ported at NCBC Gulfport.

NEED FOR JLUS
The escalating growth in Harrison and Hancock counties increases the chances of incompatibility with the Installation. The JLUS process fosters working relationships to create a team approach to both prevent and/or curtail civilian encroachment issues while continuing military operations with future mission changes and regional growth.

HOW IT IS CONDUCTED
Three distinct geographic areas are the focus of the NCBC JLUS. The areas are identified as Management Areas and contain the following: NCBC Gulfport, Western Maneuver Area, and Woolmarket. Each of these Management Areas has specific concerns that will be addressed through the JLUS. In order to organize the Study and ensure that each Management Area and the concerns associated with it is properly addressed, a small scale JLUS will be conducted and recommendations proposed for each of the Management Areas.

A compatibility analysis will be conducted for each of the three management areas. The compatibility analysis is aimed at finding a balance or compromise between military and community needs so that both can grow successfully.

RESULT OF THE JLUS
A set of recommendations and guidelines for both the military and community stakeholders to promote compatible development, increase base security, and build relationships between NCBC Gulfport, the Special Areas, the cities of Gulfport and Long Beach, and Harrison and Hancock counties.

The proposed recommendations and guidelines will reduce potential conflicts between military installations and surrounding areas while accommodating new growth and economic development, sustaining economic vitality, protecting public health and safety, and protecting the operational missions of the installation.
